Bihar Power Shift Deepens as Nitish Prepares Comeback and NDA Works Out Ministerial Formula of One Post per Six MLAs
Nitish Kumar formally stepped down as Bihar’s Chief Minister on November 19, triggering the formation of a fresh National Democratic Alliance (NDA) government. He submitted his resignation to Governor Arif Mohammad Khan, following a resolution in the outgoing cabinet to dissolve the state assembly.
The political choreography is by design. Sources say that Nitish is likely to reassume the CM’s post on November 20, when the new NDA government is set to take oath at Patna’s historic Gandhi Maidan.
Nitish Set for Record 10th Term
This move would mark his record-breaking tenth term as Chief Minister, underscoring his enduring footprint in Bihar politics. Party insiders say he will first be elected leader of the JD(U) legislature party, followed by election as NDA legislature leader.
Yet, while Nitish’s return seems almost certain, the government’s structure is far from decided. There is tangible suspense over the deputy CM post. In the outgoing government, two deputies held the role: one from a backward caste and one from the Bhumihar community.
According to party insiders, the JD(U) is pushing for only one deputy CM if the BJP secures the Speaker’s post. The BJP, meanwhile, is reportedly exploring names, including Samrat Choudhary, and may bring in unexpected faces.
Cabinet Formula and Possible Surprise Picks
Adding intrigue, a senior NDA leader has hinted at “surprise elements” in the cabinet. Rather than simply recycling old faces, the alliance may blend youth and experience, while preserving its caste balance.
At the same time, the parties are negotiating a formula for ministerial positions. A working model suggests about one minister for every six MLAs. Under this plan, the BJP could secure about 16 ministerial spots, JD(U) about 14–15, the Lok Janshakti Party (Ram Vilas) 3, and smaller NDA partners HAM-S and RLM one each. Hits the constitutional cap: the cabinet could go up to 36 ministers.
The swearing-in ceremony promises to be grand. Prime Minister Narendra Modi, several Union ministers, and NDA chief ministers from other states are expected to attend. Gandhi Maidan has already been prepared for a large-scale public event.
Despite the scripted nature of the resignation and return, Bihar’s political watchers are closely watching how these “surprise” cabinet moves and the deputy CM decision unfold. Nitish’s maneuver ensures continuity, but the real test lies in how the new team is stitched together, especially in balancing the aspirations of coalition partners and managing caste politics.
