Crucially, the application of new, updated rules concerning crew rostering added to the compounding negative impact. Sources indicate an acute crew shortage since the second phase of the new FDTL norms began. The new, enhanced norms requiring increased rest periods have added fuel to the staff deficit, further worsening the ongoing crisis.
