Arunachal Women File FIR in Delhi After Racial Abuse; BNS Section 196 Invoked Against Neighbours

Three women from Arunachal Pradesh have filed a case in Delhi. On February 23, 2026, the police said they were looking for a couple named Harsh Singh and Ruby Jain. These neighbours live in the same building in Malviya Nagar. The trouble started on February 20 during some home repairs. The women were fixing an air conditioner in their flat. Some dust fell onto the floor below where the couple lives. Harsh and Ruby got very angry and started shouting. They used very bad words about the women and their home state.

A video of the fight is now all over social media. In the clip, Ruby Jain calls the women “momo” and “gutter-chaap.” She also asks if they have opened a massage parlour at home. She tells them they are “dhandhewali,” who work for 500 rupees. The women were students and workers who were very shocked. They tried to record the couple using their phones. One woman tells the couple to check her room for any illegal things. She says the neighbours are making up lies to ruin her image.

The Delhi Police have filed an FIR under the new BNS laws. They are using sections to insult a woman's modesty and promote hate between groups. Section 196 is very serious and does not have easy bail. The police said the couple is currently hiding to avoid being caught. The women are also upset because a broker told them to leave the flat. They were given two months to move out. This has made them feel very unsafe and sad in the city.
