Unmarked Wembley Office Linked to Hamas Funding Network Allegations

The Network Behind Suite 702
The US Treasury has recently named Zaher Birawi, alleged to be a senior official and founding member of the Popular Conference for Palestinians Abroad (PCPA). It has also sanctioned the PCPA, claiming it acts “clandestinely” on behalf of Hamas and operates as a “front organisation” for the group, which is proscribed in the UK. The address at Suite 702 appears across a web of companies and organisations connected to individuals now under sanctions.
Key Figures and Allegations
Another figure linked to the Crown House is Mr Al Zeer, described by the US Treasury as a senior Hamas figure in Europe. In January, the Treasury said he was part of a “significant international Hamas fund-raising network” and highlighted the “abuse of the non-profit organisation sector by terrorist financiers.”
Mr Al Zeer has denied wrongdoing, calling the sanctions “completely irrational” and “lacking credibility,” and said he intends to challenge the decision. Mr Birawi also said he rejects the designation and is consulting lawyers.
Why Complex Company Structures Matter
Experts say layered company registrations and interlocking directorships can make scrutiny harder. “If you open a bank account in a company’s name, it is easier than opening it in the name of an individual,” said Angelika Hellweger, a lawyer specialising in economic crime. This structure, analysts note, can create distance between people and financial flows.

UK and European reports have long warned about influence networks and opaque funding routes. The allegations linked to Gaza-related activism and fundraising sit within broader concerns over how Islamist networks operate across borders.
