Starlink Collaboration With Maharashtra Aims To Enhance Education, Healthcare, And Government Services In Underserved Regions

The government of Maharashtra has become the first Indian state to formally partner with Starlink, the satellite‐internet venture of Elon Musk, in a move aimed at expanding internet access in remote and underserved regions. 

The agreement, in the form of a Letter of Intent (LoI), was signed between Starlink Satellite Communications Pvt. Ltd and the Maharashtra state government in the presence of Chief Minister Devendra Fadnavis.

Maharashtra Partners with Starlink to Boost Connectivity

The tie-up will enable satellite-based broadband connectivity for government institutions, rural communities, and critical infrastructure, such as schools, primary health centers, coastal police stations, and disaster management units, in districts including Gadchiroli, Nandurbar, Washim, and Dharashiv.

CM Fadnavis described the partnership as a “giant leap” for the state’s digital infrastructure: “With Starlink’s cutting-edge satellite technology … Maharashtra takes a bold leap forward in bridging the last digital divide, powering education, healthcare, and connectivity in every corner of our state,” his office posted on platform X. 

Starlink to Expand Maharashtra’s Digital Infrastructure Phased

The initiative aligns with the state’s flagship ‘Digital Maharashtra’ mission, and is intended to integrate with existing programmes on electric-mobility infrastructure, coastal development, and disaster resilience.

As part of the agreement, Starlink will work with the state government to roll out services in phases, a pilot of 30, 60, and 90 days is expected to be monitored by a joint working group led by the Chief Minister’s office. 

The stakes for satellite connectivity are high in regions where terrestrial internet infrastructure has proved difficult or costly to deploy. Starlink, a subsidiary of SpaceX, operates one of the world’s most prominent low-Earth-orbit satellite constellations and has been seeking regulatory approvals in India to initiate its commercial rollout. 

Regulatory Approvals and Key Questions Remain Unanswered

Officials note that the deal is subject to regulatory and compliance clearances from the Department of Telecommunications (DoT) and other relevant Indian authorities. Starlink had conducted demonstration trials in Mumbai on 30-31 October under a provisional spectrum assignment as part of those requirements.

Can Starlink Transform Maharashtra’s Digital Connectivity?

From a strategic perspective, the deal also underscores how satellite internet technology is increasingly viewed as a complement to fiber and mobile networks, especially in regions where laying cables is logistically difficult or economically unviable.

For Maharashtra, the government emphasized that schools, health centers, coastal stations, and emergency units will benefit, supporting a broader agenda of inclusive digital transformation.

The partnership positions Maharashtra at the leading edge of India’s digital infrastructure push. If executed successfully, it may help dramatically reduce connectivity gaps in one of the country’s most populous and economically dynamic states, setting a precedent for satellite broadband alliances elsewhere in India.
